Lead can cause several health problems in adults and children. Kidney, blood, nervous, and reproductive disorders have been reported in adults with high lead blood levels. Low levels of lead in the blood of children can result in behavioral disorders, retarded physical and mental development, learning disorders, and reduction in attention spans. Fetal development in pregnant women can be hindered by lead. Extreme levels of lead can cause seizures and death. Lead can remain in the body for several years. For these reasons Empirical specializes in all aspects of lead detection, education, and protection.
In 1991, the Secretary of the U.S. Department of Housing and Urban Development (HUD) characterized lead poisoning as the "number one environmental threat to the health of children in the United States". Lead poisonings in children come primarily from deteriorating lead paint, lead contaminated dust and lead in the soils where the children play. Parents buying houses older than 1978 are becoming more aware of Lead-Based Paint (LBP) dangers and are requiring their prospective homes to be tested prior to closing.
In 2010 the EPA's Renovation, Repair and Painting (RRP) rule went into effect. This rule states that renovators working in pre-1978 that will disturb LBP must be trained and certified. Their firm must also be certified. This training was based on HUD's Lead-Safe Practices with Empirical's lead professionals have taught since the late 1990's. Empirical is an EPA certified firm that teaches the RRP course with instructors who have been working with LBP and the regulations for over 20 years.
